What is the best way to cut a key tail?

What is the best way to cut a key tail? I see the notches. Do I need a special tool to cut these or would a pair of pliers work to bend and break

To cut a key cylinder tail like this, I usually use either two sets of pliers or a hack saw. It really just depends on what you find easiest to use. Take note that you will also need a file to clean up the end of the tail before installing it, just to make sure it's nice and even.
