Will this fit an Andersen 3000 series storm door?

I honestly can't say. I don't know what that door used. Andersen hardware tends to be very specific, though, and you can't often use off-brand parts like the 40-183 as replacements. Could you show us a picture of the handle set you have installed now? Can you also tell us your measurements? That would help us determine what might work.
