Window balance 37DS PB 46, 1/2 inch wide, 38" length

Question

Can you help me identify this balance? We need 18 for 9 windows. This condo was built in 2004 in Jersey City. I have attached 4 pics. Let me know if you need other info.

We may be able to help. This looks a lot like our S390-38 channel balance, however your spring strength looks extra strong. Is this for the lower sash or upper sash?
