As for using two wheels, that won't be possible for this part. Although there are two slots for wheels, they are at different heights. This works as a rudimentary form of adjustment. The long and short of it is that these are only designed to use one wheel at a time.

I am unfamiliar of the second part in your photo. Can you tell me a bit more about it? Seeing what it looks like while installed may also be helpful.
