Hello, Jason. It sounds like an issue with the balances. These are the spring loaded mechanisms on either side of the window that regulate its operation; in other words, they're what keep the window up when you raise it. If your window won't open or close properly, then the reason is usually because the balance are broken.

We can help, but I need more information. To start, I need you to remove the balance from the window and show me a clear picture of the top end, bottom end, stamp, and the metal clip at the end of the cord. I would also like you to tell me how many you needed, altogether.

Once I have that data we can work from there.

Sorry, just getting back to this. I'm not sure how to take the balance out. I would appreciate any help. Thank you.

Sure, so the first step will be to unlock the pivot shoe by turning the metal cam with a screwdriver. In most cases, this will allow it to slide freely in the track. However since yours is stuck then it may take a little more convincing. If it really won't budge then try lubricating the track to help it slide a little more easily.

Note that balances are usually under constant tension from the spring. If it were working normally, then the entire balance will want to spring up in the track as soon as the pivot shoe is unlocked. We're working under the assumption that yours is broken, so it likely won't do that, but you should still act like it will just to be safe. Keep a firm grip on the screwdriver and don't let it get away from you if it tries to shoot up.

The goal is to have the cord retract fully into the top of the metal channel. Once it's fully retracted, you can use a pair of needle nose pliers to unhook it at the top. That will allow you to simply pull it out of the track.
