Hello! My customer is in need of a new handle for his basement block window. Please see attached photo for reference.

Hi there!

The operator shown here reminds me of a jalousie type. Is the spline 3/8"? If so, have a look at the 39-108. This jalousie T handle has a 3/8" gear bore.
