A handy person from Clemson, SC says:
Jordan Aluminum Windows, single hung, installed 25 - 30 years ago in a small metal office building. Windows are approximately 48 in X 48 in. The balances appear to be 24 in long x 1/2inch wide; can't locate my notes so it's a guesstimate.
The windows in question either won't open or won't open smoothly nor without substantial effort.

Thanks for your photos. Based on what I see here, you have either our S351-23 or S390-23, depending on the depth of the bottom shoe. That's the only difference between them. I recommend measuring your shoe and referring to our dimensions to confirm the best match.

Note that your stamp indicates a metal channel length of 23", not 24". That's something you should triple check before you buy anything. It's best not to guess when it comes to balances.
