Casement window part

A home owner from Maryland says:
Hi there, I posted a picture of the part that seems to be causing problem on my window. It is a crank open casement window and has been getting stuck at the top of the window when going from closed to open. It is also harder than usual to close, though it will do it. When locking it, it also feels tighter than usual. I think it's the locking part along the edge that seems to be snagging. can you direct me to the right part?
