Hi there! This indeed could be the S380-18 if the bottom shoe measures 1" deep. However, please note that we also sell the S385-18 which is similar to the Series 380, but with a 1-3/32" deep shoe. It can be hard to read accurate dimensions from photos of a tape measure though so you will have to use your best judgement. Regarding the stamp, the 17 9 numbers are from an older rating system that we don't use. As a result, you will need to weigh the window sash on a scale to determine if the 1720 option is the right stamp for your replacements.
