Hinge broken

A handy person from Maryland says:
The plastic casing on the left side looking out is broken. This is where the bottom sash is supposed to attach.

Thanks for posting. This is called a pivot shoe. I don't believe your exact one is made any longer, but I think our 15-135 might work as a substitute. It is very similar in design, but remove your old shoe (an undamaged version if possible) and measure the width and thickness to ensure it matches what is shown below. Let me know what you find. Also see the video below that details how to remove and replace pivot shoes.
