Is the 84-074 adjustable?

Does it increase/decrease the spring tension? Turning the screw seems to have no effect

By turning the screw clockwise, it should force the wheel out of the frame. Counter-clockwise and the wheel will retract back into the frame. If this isn't what's happening with your roller then it is likely either damaged or incorrectly installed in the door. I would remove it from the door and experiment with it to ensure that it's working properly.
