Hello, I would install the keeper first on the jamb at the location needed to engage the handle in the correct position. Then, close the door and hold the handle up to the keeper to confirm that you can lock it. If you can lock it, then that is the location where the handle should be installed. You should have two sheet metal screws to attach the keeper to the jamb. You should also have short sheet metal screws to attach the cover plate if you need to use it. To attach the handle to the door, you will have long machine-type threaded screws to go through the inside handle and thread into the exterior handle.
