Solved--I heated the plastic pieces in hot water and they snapped in place.

I heated the water to well below boiling point--just above where I couldn't really touch it. I inserted the pieces for about 15 to 30 seconds and that was sufficient. By the way, one of the latches was pre-installed in the assembly backwards! So I had to insert the assembly in the water and then pry out the latch and turn it around.
