fix /replace pushout casement hardware 1983 house B.C. Canada

A home owner from California says:
Hi...I'm hoping to avoid replacing a lot of windows due to push out casement hardware that will not pull the glass frame tight to the fixed window frame. Also some of the handles have broken off and need replacing as well. If I can replace or fix the hardware then I will put the energy into repainting and adding new draft stoppers to match the existing if I can find them. Any and all help is greatly appreciated.
Sorry pics are poor but trying to show the 1/2" gap with the handle in full closed position. Any adaptation that would allow me to pull the window in tight from the inside against new foamlike or rubber weather stripping is what I am hoping to accomplish...Please Help!

Your operator resembles the 39-070. Please review the overall style and dimensions below to confirm a good fit! 

If the window is not closing all the way it could be an issue with the inner workings of the operator, but something else to consider is the hinges of the window. I would also recommend examining the hinges for any visible damage.
