We should be able to help, though this balance will need to be custom made. Before we go any further, can you tell me the diameter and length of the outer tube? Can you also tell me how many you need?
A quick learner from Tacoma WA says:
The diameter of the tube is 1/2"
the length of the tube is 24" with a red end

where do I connect the foot to the underside of the window?

If you can remove the sash, you should be able to see a sash clip that the bottom balance shoe hooks onto. If not, raise the sash up and with a flashlight look up into the track to see if there is a sash clip attached. You might be able to attach a 15-110 clip by opening the "J" part of the shoe to hook on.

Can you also confirm the diameter of the outer tube? It should be either 3/8" or 5/8", or even 9/16".
