length of spiral balance

Question

Hi, when measuring sash for spiral balance should I go up or down to the nearest inch?  my sash is 27 3/4.  there have never been any balances installed so i don't have old one to compare.

If you don't have original balances to use as a reference, it may be tricky to get the exact size. Either way you don't want to measure the whole sash. Is this a wood, aluminum, or wood window? Can you also tell me the height of the visible glass? That's generally what you want to go by, but depending on what type of window it is there may be extra steps.
