the plastic circle is not attached therefor i can not attach window to operate...

Thanks for posting. This looks like a pivot shoe. We can help you replace it, but we need to see a version out of the window, ideally an undamaged version if you have it. We will need the width and thickness of the shoe. From there, we'll try and narrow down what you need. Many thanks.
