First, can you tell me the width and thickness of the pivot shoe? Secondly, can you show us the pivot bar that fits into the metal cam of that pivot shoe? From there we will do our best to narrow down what might work for you. 

Thank you. I think our best option for you would be our Series 140 coil balance assembly. The design is a little different, but the dimensions appear to match at 1-1/4" wide x 9/16" thick. Look it over and see what you think.

You will need to weigh your sash on a scale to verify the best strength option for the assembly in question.

Yes, that's correct. You need to divide the weight of the sash equally between the springs that support it. You can also see on the S140-9 store page description that a pair of 9 pound assemblies will carry 17 through 18.99 pounds.
