A shoulder screw with an 8-32 thread count is very unusual. What you could do is to use our 33-105 flat head screw (which has a 8-32 thread and is 3/8" long) along with a nylon tube. Check hardware stores in your area for a nylon tube with the proper diameter and cut it to length to make up the shoulder you need.
