It's a tilt latch that lets you clean the outside of the window from the inside and that hole that's in there a screw goes in there and that's what keeps it mounted to the side of the window and the little white gray part on Top hold the black piece in place it's spring loaded

We did carry this tilt latch at one time, but it was discontinued by Kenco and no other company picked up the mold for this style when they shut down. We suggest removing the old tilt latch, reinstalling the top side corner screw to keep the sash together, and then installing a top mounted tilt latch like our 26-193 and 26-194 on top with a #6 pan head screw. Something like our 33-089 will suffice. Just be careful not to drill into the glass, or you will risk cracking it.
