Hello,
I am looking to replace these original balances in the windows.
Length is 28" not including plastic.
Had some trouble measuring the plastic part but it seemed to be a little longer than an inch.

Hello,
It looks like your balance attachments do not have wings. If so, you could have either our S351-28, with a 15-002 bottom attachment, or S390-28, with a 15-001 bottom attachment. Take a look at the image below to determine which balance you'll need. You'll also need a 2740 spring strength option for your replacement balances. Thank you!

Thanks for the response. I measured the bottom several times and I keep getting 1 1/16" so I'm not sure which option is best. I'm thinking it's probably closer to the 1" but wanted to check.

If your shoe depth is only 1-1/16" then odds are it was originally 1-1/8" and just wore down from constant friction. It happens all the time. I think the Series 390 that Casey recommended is what you want.
