Windows Unable to Tilt

My parents have these replacement windows (29 yrs old). Several of them can no longer tilt because the release levers are broken. Is this type still available?

I don't believe that it is, unfortunately. One possible solution is to use a surface-mount tilt latch as a substitute by mounting it directly to the top of the frame. You can see our full selection here. The video tutorial below may also be a big help.
