Need crank arm assembly with 31538 on arm

Hi,

This crank opener does not work. I hope you can tell what is needed. The long arm is about 9" long (definitely less than 10"). The short arm was about 4.5". I believe this window is a little over 20 years old. Let me know if you need more information.
