1/2 inch wide channel balance, 29 inch Labeled "28 6 IR CALDWELL"

One balance broken. Other side likely to need replacement. Another window balances same size probably should be replaced.

A 29" balance with "wingless" attachments will be an S351-29 or S390-29 channel balance. Measure the depth of the bottom shoe to tell which one you need. Series 351 uses a 1" shoe, and Series 390 uses a 1-1/8" shoe. The 29" length makes sense for a balance with a "28 6" code, since there is usually a difference of 1 between the length and the first two digits of the code. If the code is correct, it will correspond to the similar "2860" code from SWISCO. That code holds 32 to 35 pound sashes, so verify that your sash falls within that range before making a purchase.

Bottom shoe measures 1" Just weighed the window, without the channel balances. Came to 26.4 pounds. Do replacement balances come with instructions on how to install replacements?

The 1" deep shoe means you need S351-29, but the stamp option won't be "2860" like your old one. If the sash weighs 26 pounds, then choose 2840. The balances do not come with instructions, but you can find some guides on that topic to the right, and here is a video:
