Thanks for reaching out to us. Your balance looks like a match for the S380-17 or S385-17. The best match will depend on the depth of the bottom shoe as shown below. 

Your 16 3 stamp is calibrated for a sash weighing 12 to 14 pounds but you said it weighs 10.6 pounds. Have you ever had any difficulty opening and closing the window? If so, you may be better off with the 1620 stamp. A pair of balances with this stamp will support a sash weighing 8 to 12 pounds.

I did weight the sash again and it weighs 10.6 lbs. here are a few more pics. You say I may need the 1620 stamp? What is the part # for the 1620 stamp? I was never able to open this window as it was broken when I purchased the house, so I do not know how it opened. Please advise which part I should order. Thank you

It appears your shoe measures over 1", so you'll likely need the S385-17 with a 1-3/32" shoe depth. 

You'll need to select the 1620 stamp option when checking out. As mentioned a pair of balances with this stamp will support a sash weighing 8 - 12lbs.
