16w x 22h. Rivers ground off previously for unknown reason . Will not open. I would like to replace the mechanism on the left and right and possibly the operator

I believe you have a "rack" operator similar to our 39-050. Take a look at it to see if it matches up to yours. I also noticed that a few of your louvers are disconnected. What I've done in that case was to get up some pop rivets in the size needed and re-rivet the arms back onto to the window linkage.
