2 upstairs windows don't close all the way

I'm not sure why these 2 windows upstairs don't close all the way. they have truth mechanisms (one with 30905/30744, and the other 30905 and I don't see a 2nd number for this mechanism)
the locks don't go all the way and I can't push the window in enough from outside to get the locks to close all the way
the cranks generally work but there is some looseness to the part attached to the wood, you can maybe turn a quarter circle before the window starts moving.

Thank you for bearing with us during this busy season. I wonder if the operator could be the culprit. We recommend you remove it from the window and then try to close it to see if it closes all the way. If it still doesn't close, we suspect the hinge may need to be replaced. Take a look at the parts we've related for you on this page. Review the specifications and see how they align with your old hardware. Just note that we recommend replacing the top and bottom hinges at the same time.

I guess I should clarify what I meant
With the operator connected i can close the window almost all the way. With the operator disconnected I can still close the window almost all the way (maybe slightly more when I push the window from the outside with my hands.
Regardless of how close I get the window to all the way shut (and judging from my other casement windows which work properly I think it gets close enough), when I try to use the sash lock it seems to hit the keeper after only pulling it 10% of the way

I had a little trouble with my windows at home. They would almost close, and when I tried to lock the window, it wouldn't catch the 38-089 keeper. What I did was to install two washers behind the keeper to help the 38-075 lock the window. Also, try to see if the window, when closing, is hitting somewhere on the frame. Check to see if you have an adjustable hinge pin where the hinge arm snaps onto base of base of the hinge plate. Some of these hinge pins can be turned using an open-ended wrench. Another idea would be moving the location of the top or bottom hinge over a little. These are just some ideas to help square up the window.

The washers didn't bring the keeper close enough. On looking at my other windows that do close I guess these upstairs windows just can't get the keeper close enough despite turning the operator all the way.
Does this window look square? Can you tell from looking from the outside?
 
I'm not sure if there's an adjustable hinge pin.  I took more photos

Your window does look to be squared from these photos. It might be best to try and replace the operator and hinges to see if that will help. It could be that your hardware is worn just enough not to close the window completely.
