2002 Better Built Tilt Latch

Question

Circa 2002 better-built tilt window, rectangle part approximately 2 3/4 inch x 1 1/4 inch. Marking says "RAISE SASH 2" MINIMUM TO TILT" - "TILT" written diagonally.
