2007 Vinyl Window Balancers

2007 single hung, vinyl windows don't seem to have the balancers attached to the frame. They are coming out and the windows are not held properly in place. All the pieces seem to be in good shape, just not hooked up correctly. I can't figure out how to get them properly in place. Seems like there is no place for the balancer to hook into the frame on top. Is there a window repair person you could recommend please. We are in Kirkland.
