Question

My second lock is hard to pull up? Is that normal? Does it need some kind of lube?

You could try using a silicone spray, or perhaps seeing if the track the secondary lock connects to is dirty and needs cleaning. See if these options enable the operation a bit better. Otherwise, the lock may simply be worn down and in need of replacement.
