What size holes need to be drilled on the outside and inside

Great question. I am reminded of a previous discussion from a customer who asked a similar question.  If you look at the 70-219 nylon pin, you will see a 7/32" collar behind the pointed end; this is the ideal hole size you want on the outside screen frame end. This will let the pin retract all the way in to let the screen clear through the window frame. From there, you can use a step down drill bit, similar to our, 75-503 to drill 1/8" hole through the screen frame. Then you can use a 7/32" drill behind it to make the larger outside hole in the frame.
