What is the difference between these two mechanisms/part numbers (other than the price!)???

The 82-008K comes with a key lock, while the 82-008 does not. For future reference, each of our products has a detailed description on each store page. You can usually check there for an answer if you are confused about a certain aspect of a part. Otherwise, we are of course always happy to elaborate.

I'm not sure this applies here, but I have seen handles similar to this that are able to be used on thinner doors without the keyed cylinder. The cylinder pushes the 2 halves apart slightly. If you push the 2 halves together, they pivot on the cylinder.
