A crank window operator- right handed

This is a truth operator from the early 90's. I have a handiman who ordered one from Lowes and it didn't work because the two arms did not function independently? As you can see the arms move freely. I included the measurements and #'s on the product. I can't see how the arms and gears move from pictures. I am hoping you can help me find the right replacement.
