Bottom Pane spring coil that enables the lower pane to be raised and held in position there are two and I need one for the right hand side since it has uncoiled

Do you still have the original coil? If so, can you show us some photos of the coil? If there any stamped numbers on the coil, please make sure to include that information as well.

These are accent windows , accent is no longer in operation.The item is approximately 4" long about an 1 3/8" wide.

Based on your pictures, I would recommend our 15-087 coil spring housing pivot, 15-086 tandem coil housing, and Series 180 coil spring. You will need the spring weight numbers from the old springs when ordering new Series 180 springs.
