I have 4 windows with these channel balances:
Need 4 (22-1 jh5 cmc 50) glass H 20 3/4"
Need 2 (22-2 f15 cmc50) glass H 20 3/4"
Need 2 (17-1 ei15 cm 50) glass H 14 1/2"
however they seem too long because the boots stick out on the bottom and I can't easily get the window sash out. I included the glass height for each window above.

There is definitely a fair bit of discrepancy between the balance sizes and glass height. The problem is that the glass sizes indicate to me that it's not just the balance lengths that are wrong, but the balances themselves. These measurements should be on the full inch, not fractions of an inch. That's going to be very problematic.
To start, we need to see the balances out anyway. The stamps alone are not enough to ID these. Those aren't product codes or anything, and can't be used as such. I need a clear photo of the following details:
Assuming all three balances are identical other than size, then you don't need to show me each one. Just one is enough.
But that still doesn't answer our length issue. Can you tell me if the windows function normally? If the balances are too long, then they wouldn't be able to close at all.
