there are 4 on each window 2 on the top and 2 on the bottom

The manufacturer of these top tilt latches have discontinued them and offer no replacement. We suggest removing the old tilt latch, reinstall the top side corner screw to keep the sash together and install top mounted tilt latches like the 26-193 and 26-194. Take a look to see if you believe these will work. If so you would screw these on top with a #6 pan head screw like the 33-089. Just be careful not to drill too far down  into the glass.
