Aluminum Window Locks

Good mornin! How do I replace these locks on an aluminum window?

I'm not sure what I'm looking at here. Is this all there is of the lock? It looks like it's just a rivet. How does this lock, exactly? I'm afraid I've never seen anything like this before. If there is more to it, we will need to see an undamaged version to determine if this is something we can help with.
