Aluminum spacer

IThe townhouse I purchased April 2016 has single hung vinyl windows. In May 2016 after a few consecutive days of rain, I had an infestation of carpenter ants. It was then discovered three of the six windows were leaking which the home inspector failed to include in his report prior to closing. It was recently brought to my attention that the windows, which are still leaking, were recalled. Are you able to determine the manufacturer from the numbers on the aluminum spacer? I have since discovered a door pan was omitted at installation under my sliding patio door which led to the discovery of aspergillus under the engineered bamboo floors. In case the photo is unclear, it reads 27 5 JV CMC 9. I look forward to your reply.
