Andersen replacement counter balance mechanism

Question

I need a replacement counter balance mechanism for an Andersen double-hung window. Here are the numbers I can find on the part that needs replacement:

11600-3
1600-3
11600-17
J16 5423 585

Also, if I want to replace both mechanisms, are left and right the same???
(the upper and lower sashes are essentially the same size)

The key stamp here is 5423. I'm willing to bet that 4 is something more like a "#" symbol. At the very least, the 4 may be printed differently. If so, see our 24-531. This can work for both the left and right side. If not, please take a few pictures of that stamp and we can work from there.
