Andersen sash balance

Question

The numbers I could read are 11600-17,  and 3J6 5'23 186 (the last 3 digits may be 136).  The unit is a wood double hung.  The visible glass dimensions are: Width 20 7/16", Height: 15 15/16".  Each panel weighs approx. 6 lbs.
