Should the hangers completely clip in on both sides? If so, what might be the issue?

You are correct that the top hanger would clip into the top of the screen door. You may need to apply some additional pressure to engage the side clips with the internal components of the door.

You'd need to orient the new assembly with the sloped side and wheel facing outward (you can check the orientation by matching it to your remaining hanger). Then, slide the new top hanger directly into the exposed top channel of the insect screen. It fits snugly by design and does not require screws.
