Hi there!
Thank you for bearing with us during this busy season. The operator cover in your first photo is a match for the 39-154. If you need the operator, we'll have to see a photo of the window open so that the arms that move the sash are fully visible.
Your old hinge isn't made anymore but customers have had success with the 36-048 10" hinge. You'll just have to replace the top and bottom hinges at the same time. Take a look and see what you think.

For the part 39-154, the mechanism isn't opening the window without the cover. If i get the cover it will work or need the entire mechanism? What is the part #?

That's odd. The broken cover shouldn't impact the operator's function. I wonder if it could be stripped. If you'd like us to ID your operator assembly, we must see a photo of the arms that move the window sash.

That's the arm for that mechanism. What part should i get for replace it?
