Andersen window balance

A handy person from Presque Isle, MI says:
Photo ...1631 is top of balance stamped with 11600-3. 1967 CAN 3335455.

Remaining photos show J165?28585. The questionable digit could possibly be 4
Appreciate any help you can provide.

That p or # within '5#23' is a tell that's the significant clump of numbers. An old Andersen balance stamped 5#23, or 523, can be replaced with the 24-531.
