Andersen wood window operator.

I'm not sure what can replace this operator. These haven't been made for a long time and any exact replacement, if any are still around, could cost up to $400.00. It might behoove you to replace the complete window, to be honest. In the meantime, look at the hardware I've related to this thread, on the right side of this page, to see if you could adapt any of these to your window. I'm afraid there are no guarantees but they may be worth considering.
