I think there plastic or vynil I believe it's a picture window or a crank out window looking to see what part I need to replace these window beads

Take a look at the 55-301 and 55-303 Andersen glazing beads. One of these could work depending on how the dimensions compare and the thickness of your glass. Take a look and see what you think.

The glass I have the thickness is 3/8 would that make a difference of what I need ?

Yes, the 55-303 is intended for 3/8" thick glass. As long as the dimensions match yours, you should be good to go!
