Atrium double hung tilt in windows

A contractor from Suffolk County New York says:
My Atrium windows are approximately 15 years old and were made in their North East Plant which was shut down some years ago. I spoke to a representative at Atrium in the Carolinas and he referred me to Swisco. He said I need a "Balance Winding Tool" to wind the spring balance that has gotten loose. The lower sash will not stay up, it falls when it is lifted. The only winding tool that came up during my such on your website was for non-tilting windows.

Do you have what I need?
