This replacement wool pile slips into an existing channel. If it is going into a metal channel, sometimes the manufacturer stamps the weatherstripping channel to prevent it from sliding out. Look closely to see if crimped indentation marks are along the metal holding the weatherstripping. If this is the case use an utility knife to cut out the old weatherstripping and with a thin putty knife lift up to open the indentations so you can slide in the new weatherstrip.

I have the wool pile on the outside/verticle of my upper sash. Should it be up in the head jam or just baerly in the jam

I'm not too sure what you mean. Normally, the wool pile is on the sash itself: the top, sides, outside of the sash and maybe a strip on the inside of the sash at the meeting rail.
