We'd be happy to look into this for you but we will need more information to get started. First, you mentioned that you replaced the original operator with the 39-025 but I don't see any orders under your email address. The assembly shown in your photos also looks a bit worn, which indicated that you may be showing the original hardware. 

Were you having trouble opening the window all the way before you replaced the operator or did the problem arise afterward? If it's a new problem, then the 39-025 may not be the correct replacement for your window. To confirm, we would need to see your original operator removed from the window, including a clear view of all of the installation holes and the arms that attach to the window linkage. 

If the problem started before you made any repairs, that could indicate that the problem is with the window linkage rather than the operator. You may want to open the window and carefully look over all of the internal hardware to see if there are any damage, rust, or worn parts that could be restricting the window.
