As the pictures showing the balance coil is broken and became two parts. There is no manufacturer and part number indicated. Can you please help to identify which replacement part to buy?
In addition, above the top portion, which is fixed to the window frame, there is a stud that cannot be removed. So the top portion can only be move downward, not upward. Can you also provide a little instruction how to cutout the vinyl and remove the broken parts, and the new installed part will not fall out.

This looks like as 15-111 Pivot Shoe. This shoe uses either 1/2" thick Series 160 Coil Balances, or 3/8" thick Series 165 balances. You'll need to remove the old balances and measure their thickness to confirm which you have. Look for springs on the coils to determine the spring weights you need. If there are none, give me the exact weight of the window sash, and I can work it out for you.
The cutout can be made in the middle of the jamb track. The video here goes into more detail.
