Balancer. Have 2 older windows. Builder grade crap, about 20 yrs old. Couldn't find manufacturer marking

A home owner from Margate, NJ says:
Older spiral balancer. Measures 28.5 inch. Per posts, seems rounding up is advised.
S-600-29. 29" series 600 Spiral tilt window balance red tip. (#4)
Not sure of Pivot shoe. Any ideas. Seems 15-015 is close?
Will need Charging tool for tilt. 75-006

The 15-015 does look close, but that's just based on what I see here. You will need to remove it and compare your measurements to our listed dimensions to confirm if they're the same.

As for the balance, I think the S600-29 is the right way to go. As long as the outer tube is 5/8" in diameter, then you should be okay bumping up to 29" from your original 28.5".
